Diplomas of Higher Education Institutions in Uzbekistan Are Recognized in 38 Countries Worldwide

Uzbekistan has joined the UNESCO Global Convention on the Recognition of Qualifications concerning Higher Education, under which participating countries undertake to mutually recognize diplomas and qualifications obtained in other member states.

At the beginning of November this year, Uzbekistan ratified the Global Convention on the Recognition of Qualifications concerning Higher Education, becoming the first country in Central Asia to join this international agreement.

The Agency for the Assessment of Knowledge and Qualifications explained that diplomas issued by higher education institutions in Russia, Tajikistan, Kyrgyzstan, and other participating countries may be recognized in Uzbekistan without undergoing the nostrification process.

According to national legislation, Uzbekistan may recognize foreign diplomas directly, without examinations or additional verification procedures, when such recognition is provided for under international agreements.

The Global Convention on the Recognition of Qualifications is the first international legal instrument of its kind developed under the auspices of UNESCO. It obliges participating countries to recognize verified qualifications obtained in other states that are parties to the Convention.

At the same time, each country carries out the recognition of diplomas in accordance with its national regulations. Recognition may only be denied if there are substantial differences between the educational systems concerned.

Currently, 38 countries are parties to the Global Convention, while approximately 10 additional countries are in the process of joining.

France, the United Kingdom, Finland, Norway, Sweden, Iceland, Hungary, Andorra, Armenia, Croatia, Estonia, Lithuania, Moldova, Romania, Slovakia, Georgia, Bosnia and Herzegovina, the Holy See, San Marino, and Luxembourg.

Americas

Cuba, Nicaragua, Ecuador, and Uruguay.

Africa

South Africa, Tunisia, Cabo Verde, Djibouti, Côte d’Ivoire, Guinea, and Senegal.

Asia

Japan, the Republic of Korea, Mongolia, Yemen, and Palestine.

Australia and Oceania

Australia and New Zealand.

Uzbekistan will become a full-fledged party to the Convention three months after depositing its instrument of ratification.

“The mechanisms for the mutual recognition of qualifications (diplomas) apply only between countries that are parties to this Convention,” the Agency for the Assessment of Knowledge and Qualifications concluded.
